Victoriya Vasiltsova is a regulatory compliance/ operations professional with 7 years experience in the financial sector. She started in the compliance department of an independent brokerage firm that focused primarily in retail services with over 150 registered representatives. Under CCO direction, she reviewed and maintained department checklists and performed annual test controls, gaining a front seat view of the responsibilities, functions , and nuances of the overall organization. In 2014 Victoriya joined Four Points Capital Partners and applied her understanding of compliance and risk management to aid the growth and development of back office operations.
Communicating with industry peers, contra firms, vendors, and regulators, Victoriya gained extensive knowledge in leading the day-to-day operations of a broker dealer. She has a deep understanding of Record Retention including SEA Rules 17a-3 and 17a-4, and FINRA Rule 4511. She oversees operational transaction processing and workflows covering margin requirements, trading, cashiering, new accounts and record keeping requirements, securities transfer, and organizational change such as ASUBS and sub conversions. Victoriya conducts AML/CIP/ CDD and EDD on prospective institutional customers/ clients, and continuously monitors for public risk information. In addition, Victoriya administers and supports general and on-going compliance obligations such as a Form BD/U4/U5 amendments, FinCEN reviews, background screening and registration/qualification requirements for personnel, outside business activities and outside securities account monitoring for personnel.
Victoriya is able to identify control deficiencies and remediate control gaps to ensure best practice execution and daily operating deadlines. She contributes to the development, implementation, review, and analysis of regulatory rules and has created and implemented back office process improvements, managed compliance processes, and performed annual reviews. Most recently Victoriya developed a risk assessment matrix for an independent broker dealer.
